London, a global city known for both high housing costs and extensive affordable housing, has deep roots in social housing dating back to the 19th century. This talk traces that history, explains current practices, and explores challenges—many shared with Arizona cities despite differing contexts.

Kath Scanlon, Distinguished Policy Fellow at LSE, is an economist and planner specializing in housing policy. With 20+ years of research on London’s affordable housing and comparative European systems, she has advised government bodies and regularly engages with civic groups. Originally from southern Arizona.
